Wide-Area Real-Time Resources Adequacy Monitoring System (ACE Frequency)

The NERC-RA real-time tool enables NERC Reliability Coordinators and Operations Management to monitor and track interconnections load-generations secondary control performance and compliance with related reliability standards. It also allows NERC staff, Operations Subcommittees, and Operations Management to analyze, assess, and identify root causes of critical interconnections frequency events.

Wide-Area Damping Control Proof-of-Concept

The primary objective of this project is to design and demonstrate a prototype control system for damping inter-area oscillations in large-scale interconnected power systems. This is a collaborative effort involving the Bonneville Power Administration (BPA), Sandia National Laboratories, and Montana Tech University. The damping control strategy employs real power injections at strategically located points in the grid based upon real-time Phasor Measurement Unit (PMU) feedback.

Voltage Stability Applications Using Synchrophasor Data

The main objective of this project is to develop a voltage stability margin computation method using PMU data. The approach is to use the PMU data to estimate the Thevenin equivalent voltage and reactance, allowing a smaller size system to be analyzed for real-time stability application. Simultaneously, a new steady-state voltage stability technique called the AQ-bus method has been developed, which benefited this proposed voltage stability method. The program was handed over to BPA to allow for calculation, in an off-line capacity, of stability concerns.

This project is focused on establishing the business case for industrial ancillary services providers.  Activities include determining the national and regional market potential of industrial DR, creating a user-friendly on-line tool and guidance document for use in discussions with potential industrial or commercial electricity users, and identifying demonstration opportunities for a follow-on Load as a Resource in an industrial facility.

Understanding Effects of Data Quality on Market Functions

This project focused on data quality on the real-time market operations of a power system.  In particular, the project addressed the following pertinent issues: (i) in the presence of bad data, to what degree that real-time locational marginal prices are affected? (ii) What are the worst scenarios of bad data that have the most significant impact on real-time prices of electricity? (iii) What are the effects of analog and digital forms of bad data? (iv) What are the potential risks on market operations from cyber data attacks?

Technical support for revisions to NERC Standard BAL-003

LBNL contractors John Undrill, Energy Mark, and Advanced System Research, participated in a variety of technical support activities leading to the revisions to NERC Standard BAL-003. As a result of these efforts the NERC Standard BAL-003 contains for the first time requirements for interconnection frequency response and creates obligations for balancing authorities to maintain minimum levels of frequency response.

Technical support for preparation of NERC Frequency Response Initiative report

In 2012, NERC published the Frequency Response Initiative Report. LBNL staff and contractors (John Undrill, Energy Mark, and Advanced System Research) provided technical support for the development of the report, including: (a) an analysis of the balancing authority frequency response survey; (b) an analysis of the generator governor survey; and (c) an analysis of historic interconnection frequency response.

Systematic Model Validation and Parameter Calibration Tools Suite (MVPCTS)

This tools suite to be developed uses PMU measurements to validate the models and calibrate incorrect parameters to describe a generator’s dynamic performance. It offers a non-intrusive alternative to traditional stage testing methods to provide this information—which is required by NERC standards—to grid operators.

SuperOPF Optimization Solver Enhancement

The objective of the SuperOPF project is to develop a framework that will provide proper allocation and valuation of resources through true co-optimization across multiple scenarios. Instead of solving a sequence of simpler and approximate sub-problems, the SuperOPF approach combines as much as possible into a single mathematical programming framework with a full AC network and simultaneous co-optimization across multiple scenarios with stochastic costs.

Statistical Analysis of Abnormal Behavior

This project’s goal was to establish proof-of-concept for a tool that will enable identification of envisioned and unenvisioned atypical events on the grid. It combines sophisticated multivariate statistical algorithms, user-intuitive software, and WAMS (Wide-Area Measurement System) data to explore subtle nuances, typical patterns, and atypical events.

Scoping Study on Research and Priorities for Distribution-System Phasor Measurement Units

This study addresses the potential use of phasor measurement units (PMUs) within electricity distribution systems, and was written to assess whether or not PMUs could provide significant benefit, at the national level. We analyze examples of present and emerging distribution-system issues related to reliability, integration of distributed energy resources, and the changing electrical characteristics of load. We find that PMUs offer important and irreplaceable advantages over present approaches.

SCE FIDVR Events on Valley Distribution Circuits

Starting in the summer 2011, SCE deployed power quality monitors within distribution systems of the Valley region to collect field measurements of FIDVR events.This multiyear study is intended to promote national awareness, improve understanding of potentialgrid impacts, and identify appropriate steps to ensure the reliability of the power system.

Scalable Data Compression and Management for Spectral Analysis of Power Grid PMU Data

The objective of this project was to improve the capability of BPA to manage the enormous amount of data used and generated in various analysis processes including oscillation detection. Working with domain experts in BPA, this project worked to develop data reduction algorithms to reduce the amount of data that OSISoft PI needs to process. Additionally, a data management system was also developed to handle big data.

This project sought to demonstrate of the use of large responsive loads from industrial processes, such as aluminum smelters, and commercial buildings, such as air conditioning systems in hotels, as sources of spinning reserves.

Residential Demand-Response Spinning Reserve Demonstrations at PG&E and SCE

This project conducted first-ever demonstrations of the use of large fleets of residential load management technologies (radio-dispatched switches on central air conditioning units) to provide spinning reserves that met the operational dispatch requirements of the California ISO. Separate demonstrations were conducted with the Southern California Edison and Pacific Gas and Electric Companies, each using a different load management dispatch platform and 1000’s of air conditioning load control technologies.
