CERTS Control Area and Supplier's Performance for Automatic Generation Control and Frequency Response Services System

The CERTS Control Area and Supplier's Performance for Automatic Generation Control (AGC) and Frequency Response Services System is the counterpart tool to the CERTS ACE-Frequency Real-Time Monitoring tool that in turn allows control area dispatchers, once notified by Reliability Coordinators, to pin-point the individual suppliers or reserves (i.e., generators) within their control area that are deviating from their operating commitments and therefore are the causes of the frequency excursions. The tool allows control area dispatchers to notify these suppliers immediately, as well as initiate additional remedial actions that may be necessary to alleviate frequency deviations within the interconnection in order to maintain electricity supply reliability.

Taken together, the CERTS ACE-Frequency Real-Time Monitoring System and the CERTS Control Area and Supplier's Performance for AGC and Frequency Response Services tools represent greatly needed, complementary reliability adequacy tools that have been designed to address the emerging new hierarchy of real time grid reliability management needs of the electric power system as it transitions to one on in which dispatch is determined through market operations.

The ACE-Frequency Real-Time Monitoring System operates at the highest level of this hierarchy, which is that of the entire Interconnection and the underlying control areas. The Control Area and Supplier's Performance for AGC and Frequency Response Services tool operates at the next level down within the hierarchy, which is that of the control area and of the underlying generators within the control area.
